The proposed Progressive Design-Build (PDB) approach will be converted to a Construction Manager At-Risk (CMAR) approach. The scope of work, tasks anticipated for planning phase, Phase 1 Construction phase, Phase 2 Construction phase, etc. will remain unchanged, as noted in the RFP. Upon selection of the proposed contractor by SCWD, revised contract, agreement and general conditions documents will be submitted to the selected contractor in electronic form to support execution of contract documents. Selection of the contractor is still anticipated for SCWD's July 2023 Board Meeting. The Project Scope: The Somervell County Water District (Owner) is proposing to upgrade as well as expand its Water Treatment Plant (WTP), which is located near the City of Glen Rose, Texas. The existing 2.5 million gallon per day (MGD) facility is being expanded to approximately 5.0 MGD. While time is always of the essence, the Owner wishes to obtain a balance between expedited construction and maximizing cost efficiency in construction and Progressive Design-Build has been chosen as the project delivery method that will allow the Owner to best meet the time and budget constraints of this important project. It is expected that the selected Progressive Design-Builder will achieve this through seamless collaboration with the Owner and Design Engineer during all phases of the Project. The major project improvements are anticipated to be divided into two main categories, with certain improvements anticipated to be released for construction to support the installation of a new ceramic membrane filtration system to augment the existing polymeric membrane filtration system, and certain improvements that are anticipated to be completed following TCEQ approval of the new ceramic membrane filtration system.
