Washington County is seeking services for repairing a slide that is occurring on Bacona Rd. The hillside has slid down causing the existing gravel road to become part of that slide material and is not only weakening the road but has also made the existing guardrail weaker and unable to perform its function. Repair to include: traffic control, vegetation and tree trimming, excavation and grading, sub-grade preparation, removal and replacement of guardrail, installation of geotextile and aggregate fill material. Question Submission Deadline: June 16, 2023, 5:00 pm Contractor Selection Date: June 23, 2023 The estimated expenditure for this contract will be $350,000-$550,000 Bids must contain: A statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120(1)(b). Confirmation that bidder will comply with the statement in the bid document regarding compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. Workers on Public Works to be Paid Not Less Than Prevailing Rate of Wage. The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the County it is in the public interest to do so. Washington County reserves the right to reject any and all bids and to waive any and all informalities in the best interest of the County. Bidders are solely responsible for ensuring receipt of their bid by the Procurement Division. All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids. Failure to be registered will be sufficient cause to reject a bid as non- responsive. Licensing per ORS 468A.720 (working with asbestos) is not required for this project. Bidders must conform to the requirements of these bid documents and all related, applicable laws. Contractor will demonstrate that an employee drug and alcohol testing program is in place and that employees who are engaged in the construction, reconstruction or maintenance of a project (all public works projects) have tested negative for drugs and alcohol or have entered a rehabilitation program. The County does intend to pre-qualify all bidders for this project. ODOT pre qualification is required, all bidders will be checked against the Bureau of Labor and Industries and the Construction Contractors Board list of contractors ineligible to receive public works contracts. The Contractor shall complete all Work to be done under the Contract not later than November 3, 2023 Contractor is to abide by any fire watch rules/restrictions that are present at the time of the work. This bid will be for Washington County. Special and Technical provisions of this bid document apply to Washington County where the word County, Department or Agency is used. The Work to be done under this Contract consists of the following in Washington County: Implement temporary traffic control and temporary erosion/pollution control measures Trim vegetation adjacent to and above the roadway related to contract operations Installation of Permanent roadway for construction access Perform Sub-Grade Preparation and Grading Excavate and remove approximately 1,190 Cubic Yards of existing soils Installation of approximately 40 Feet of 12-inch Storm Sewer Pipe Place approximately 711 Square Yards of Geotextile Fabric Place approximately 750 Tons of Keyed Riprap (Class 50) Place approximately 2,670 Tons of Stone Embankment Place approximately 70 Tons of aggregate shoulder Installation of approximately 200 Feet of new Guardrail with End Terminals Final grading of roadway surface to provide appropriate grading specified by the plans and as directed in the field by the Agency Place approximately 50 tons of 4' diameter boulders Additional and incidental Work as called for by the Specifications The Specifications that are applicable to the Work on this Project is the 2021 edition of the Oregon Standard Specifications for Construction, as modified by these Special Provisions. The Contractor shall complete all Work to be done under the Contract not later than November 3, 2023 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Any request for substitutions must be submitted for consideration no later than Friday, June 16, 2023 by5:00 pm.
