The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) to provide preconstruction services and complete construction services for the Phoenix Sky Harbor International Airport Terminal 4 Central Utility Plant Modernization 2-Step Construction Manager at Risk project. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. The project site is located at Phoenix Sky Harbor International Airport, Terminal 4, 3800 E. Sky Harbor Boulevard, Phoenix, AZ 85034. The estimated total construction cost for this project is $84 million. The purpose of this project is to replace the current Terminal 4 Central Plant and all associated equipment, evaluation and possible inclusion of the controls systems that provides all cooling capabilities for the Terminal 4 building campus. The Terminal 4 building campus is approximately 1.9M Sq. Ft. This includes the main terminal and 8 concourses with associated connecting bridges. The Terminal 4 Central Plant and associated equipment are more than 30 years old. The Central Plant and associated equipment has reached or exceeded the useful life and are outdated, costly to operate and maintain or have become obsolete and/or parts are no longer manufactured. The modernization design shall align with Phoenix Sky Harbor's Goals in Sustainability, Resiliency, and any applicable Key Performance Indicators (KPI). The objective of this project is to design a modern and sustainable Central Plant in Terminal 4. When this project is completed the new Terminal 4 Central Plant will provide increased building campus cooling capacity and energy efficiency while simultaneously reducing operation & maintenance costs. Project scope of work includes, but not limited to: Replacement of 6 3000-amp electrical service entrance sections (SES). Replacement of 8 chillers and associated equipment. Replacement of all primary, secondary, condensing water pumps & associated equipment. Replacement of all Central Plant piping and associated equipment. Replacement of all heat exchangers and associated equipment. Replacement of 8 cooling towers and associated equipment. Replacement of all water softening and water treatment systems and associated equipment. Replacement of Central Plant internal space cooling system and associated equipment. Replacement of all Central Plant controls systems and associated equipment. Replacement of all life safety systems and associated equipment. Providing full system specifications and anticipated production statistics. Optimizing the Central Plant for maximum energy savings and resiliency. Provisions for future infrastructure upgrades where applicable. All associated structural, electrical, mechanical, technology, fire/life/safety/security, and civil design work as required. The CMAR will assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. The CMAR will be responsible for construction means and methods and will be required to solicit bids from prequalified subcontractors to perform the work using the City's subcontractor selection process. The CMAR may also compete to self-perform limited amounts of work. The GMP must be submitted in MAG or CSI format, or it will not be accepted. A Disadvantaged Business Enterprise goal will be established prior to the start of construction.
