Proposals withdrawn may not be resubmitted at the same letting. Each bidder shall satisfy the City of Elgin as to their ability, financially, to carry out the work. Substantial completion November 1 Final Completion is May 15 All proposals must be accompanied by a Bid Bond, Certified Check, Cashier's Check, or a Bank Draft in an amount not less than 10 percent of the bid. The right is reserved to reject any and all bids or to waive technicalities and any informality in any bid. All work under this contract shall comply with the Prevailing Wage Rate Act of the State of Illinois, Illinois Revised Statutes, 820 ILCS 130/0.01 et.
