Major items of work include: Sanitary Sewer Pipe Bursting - 18", 8" and 6" Sanitary Sewer by Trenchless Construction - 10" Cured-in-Place Pipe - 8" and 6" Pre-construction cleaning and televising of existing sanitary sewer line Post construction cleaning and televising of new sanitary sewer line Service Connections Manhole Rehabilitation or Replacement If the amount of the bid exceeds $50,000.00, Official Bidder's Bond signed by the Surety and Bidder, or a Cashier's Check in an amount equal to five percent (5%) of the total bid must accompany each proposal. The project is being funded with proceeds from the United States Department of the Treasury under the American Rescue Plan Act (ARPA) and is subject to all applicable Federal and State laws and regulations. The successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual orientation, gender identity or national origin. The City reserves the right to reject any or all bids and to waive informalities in bidding. In case of ambiguity or lack of clearness in stating the prices in any bid, the City reserves the right to consider the most advantageous construction thereof, or to reject the bid. The award will be made to the responsible bidder submitting the lowest bid as determined by the City, or to the bidder who provides good and services at the best value to the City. Pursuant to Texas Local Government Code Sec. 271.905 and 271.9051, the City may award the bid to a bidder whose principal place of business is within the city of Rosenberg, if the local bidder's bid is within five percent (5%) of the lowest bid price received by the city from a bidder who is not a resident of the city. Priority may only be given to a local bidder in a contract for construction services in an amount of less than $100,000, or in a contract for other purchases in an amount of les than $500,000; provided that the City Council determines in writing that the local bidder offers the municipality the best combination of contract price and additional economic development opportunities created by the contract award.
