The Housing Authority of the City of Erie (HACE) will receive sealed bids for the 2023 Capital Fund Projects for the following contract: Project P.4: Seal and Strip Parking Lots at Various Developments - General Construction Bid security in the minimum amount of ten percent (10%) of the bid shall be submitted with each bid. The successful bidder will be required to furnish Performance Bond, Payment Bond, and Insurances. HACE reserves the right to reject any or all bids and to waive informalities in bidding. No bid shall be withdrawn for a period of 60 days subsequent to the opening. Contractors must ensure that applicants for employment are not discriminated against because of their race, color, religion, sex, national origin, or handicap status; and that the Resident Employment and Training Requirements of Executive Order #11246 and Section 3 Clause of the Housing and Urban Development Act of 1968, as set forth in Title 24, Part 135, be addressed in a substantive manner. The Contractor must use their best efforts to carry out the HACE Minority Business Enterprise Policy. The Contractor must utilize, to the greatest extent feasible, minority and female-owned business concerns, and provide employment opportunities for public housing residents. Attention is called to the Provisions for Payment of not less than the prevailing wages set forth in the bid documents. The Authority reserves the right to reject any and all bids and to waive any informality in bidding. All communications and inquiries shall be directed in writing to the attention of Michael R.
