The work shall be conducted in a single construction phase unless otherwise noted or approved by the Contracting Officer with the following conditions. 1. Noisy and disruptive work cannot take place while school is in session. 2. Coordination with the school is required to minimize disruption. 3. Any hazmat related work cannot be conducted while school is in session. 4. If school is in session and there are any open trenches, then these areas must be barricaded with chain link fencing or wood for safety of the children. Note that plastic screening will not be an acceptable barricade if school is in session. Our report, Geotechnical Investigation, Hilo High School, Track and Field Facility Improvements, Hilo, Hawaii, DOE Job No.: Q11000-18 dated June 17, 2020, our Work Order 19-6362 is enclosed. This investigation was conducted in general conformance with the scope of services presented in our proposal dated March 19, 2019. The surface soil was classified as brown silty gravel mixed with sand, cobbles, and boulders ranging from a medium dense to dense condition. The surface silty gravel ranged in thickness from about 3 to 10 feet. Underlying the surface soil was brown to mottled brown clayey silt in a firm to medium stiff condition. The clayey silt was identified as volcanic ash with properties of low densities and high moisture contents. Underlying the volcanic ash at depths of about 10 to 17 feet was gray vesicular basalt. In borings B3 and B5, the surface soil was underlain by gray vesicular basalt ranging from a dense to hard condition down to the maximum depths drilled. Neither groundwater nor seepage water was encountered. The work generally consists of replacement of the existing dirt track with new synthetic track on new AC pavement and replacement of the existing grass field with new synthetic turf. It also includes storage containers, ADA parking, fencing, retaining wall, trenching, backfilling, compaction, concrete paving and other athletic field improvements and related incidental repair and touch up finish work to match existing. The estimated construction cost of this project is between $5,000,000 and $10,000,000. *The value for this project is based on a financial range.
