The Directorate of Public Works (DPW) at Fort Cavazos, Texas requires a new construction contract to renovate building 32010 to modern standards. This includes but is not limited to demolition, utility work, construct new ramp, stairs and rails, reconfiguration of all infrastructure systems (electrical, plumbing, HVAC, mass notification, and communications). The work shall be located at building 32010. Requirements of the proposed contract will be completed in strict accordance with all the terms and conditions, special contract requirements, specifications, drawings, attachments and exhibits within the contract or as incorporated by reference, to include other contractual obligations identified as close out documentation, final testing, inspection, and acceptance. This requirement will be achieved through the implementation of a firm fixed price (FFP) contract. This is an "Invitation for Bids." A Bid Bond is required (see section 00100, FAR Clause 52.228-1). Performance and Payment Bonds are required (see section 00700, FAR Clause 52.228-15). As required by FAR 36.204, the estimated magnitude of this project is betw een $250,000 and $500,000. The NAICS for this acquisition is 236220 Commercial and Institutional Building Construction (Small Business Size Standard $45.0 Million). This acquisition is 100% Small Business Set-Aside concerns only; no large business bids w ill be accepted for this procurement. The aw ardee of this contract w ill be required to provide a Superintendent through completion of the project (see section 00700, FAR Clause 52.236-6). Project Manager, Quality Control and Superintendent Positions are considered key positions. These positions SHALL not be sub-contracted and must w ork directly for the prime contractor.
