Under a Fair and Open Process please be advised the Township of Cedar Grove is accepting sealed proposals for professional land surveying and engineering design services for the reconstruction of Brunswick Avenue from Fairview Avenue to Pompton Avenue (approx. length 1,950 feet). Land Surveying services shall include boundary and topographic survey including additional topography behind the curb and sidewalk of the roadway and intersections. Top and bottom of curb elevations, storm inlets and pipe sizes, sanitary manhole with rim elevations and any other visible utilities on the roadway will need to be located. Roadway reconstruction shall include removal of existing curbing, installation of granite block curbing, full depth roadway reconstruction or pavement milling, concrete/bituminous driveway aprons removal and replacement, installation of water quality treatment devices(s), if required, replacement of inlet heads and grates, restoration of affected portions of intersecting driveways, traffic line striping, ADA ramps, and site restoration including sod and/or seeding of lawn areas The proposed tasks include development of plans, bid specifications, and contract documents (12 sets) for bidding and construction in accordance with applicable state (NJ Local Public Contracts Law) and federal laws, and for approval of New Jersey Department of Transportation (NJDOT funding administrator) as required, prior to municipal bidding process. The plans shall provide existing/proposed conditions with contours and spot elevations (minimum 25 feet) at all driveways, intersections and changes in grade. The plan set shall include all existing utilities with cross-sections and applicable details and notes. The construction documents shall incorporate any comments/revisions by the Township Engineer. Prospective providers are required to comply with the requirements of N.J.S.A. 10:5-31 et. seq and N.J.A.C. 17:27. Additionally, prospective providers are required to comply with P.L. 2001, C. 134 (C.52:32-44 et al) by submitting a copy of their Business Registration Certificate (BRC) with their proposal. The evaluation will consider: 1. Experience and reputation in the field. 2. Knowledge of the Township of Cedar Grove and subject matter addressed under the contract. 3. Availability to attend any required meetings. 4. Compensation proposal. 5. Other factors if demonstrated to be in the best interest of the Township of Cedar Grove. Contracts will be awarded as provided by law at public meetings. This proposal is being solicited through a Fair and Open Process in accordance with N.J.S.A. 19:44A-20.5 et seq.
