This project is included in the Town of Agawam Capital Improvement Plan fiscal years 2024-2028. As of October 20, 2023, further details regarding design and construction have not been identified. A firm timeline for construction has not been established; however, funding is allotted to fiscal year 2024. A detailed scope has not yet been released. Phelps School Roof Funds are allotted for asphalt shingle/rubber membrane roof replacement, gutter replacement, sheathing upgrades, window upgrades and building waterproofing. Roofing maintenance has become a constant, trying to keep the facility weatherproof; both roofing materials were installed in 1997 and are at their end of life. The gutter system is failing and needs to be upgraded to a larger diameter to remove rainwater, this has become an issue with recent storms that have impacted the town, water has nowhere to go and is pooling on the foundation and being absorbed into the masonry. Building waterproofing has never been applied; this will address water, moisture and indoor air quality problems in the facility. Sheathing and window upgrades are needed at the staff entrance. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change. The content management team will continue to pursue additional details as they become available.
