PROJECT LABOR AGREEMENTS (PLA'S) SYNOPSIS: Fort Worth District Corps of Engineers is soliciting comments on the potential use of PLA's at: U.S. Army Engineer Corps Fort Worth District ATTN: CESWF-CT (Joseph Spear) joseph.g.spear@usace.army.mil The Corps of Engineers, Fort Worth District is soliciting comments from potential offerors addressing the potential use of PLA's for large scale construction projects (exceeding $25 million). The market survey is for the B-21 LRS Fuels Admin Lab and Refueler Pad at Dyess Air Force Base, Texas. A separate solicitation will be issued in FY 2024 for the construction contract award in Fiscal Year 2025. THIS IS A PROJECT LABOR AGREEMENT SURVEY ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. Background/Scope Summary: The scope of this project is for a design - bid - build contract for the construction of a single-story concrete foundation, masonry walls and metal roof Logistics and Readiness Fuels Flight Administrative Laboratory facility; approximately 7,300 Square Feet (SF). This requirement will also require the construction of a refueling pad that consists of 9-in reinforced concrete pavement, secondary containment, area lighting, and pavement markings; approximately 140,000 SF. Magnitude of Construction: Between $25,000,000 and $100,000,000. ***See the following "PLA survey submittal requirements" for required requested information*** Please provide your responses via email to Contract Specialist, Joseph Spear at joseph.g.spear@usace.army.mil and courtesy copy the Contract Officer, Nicholas Johnston at nicholas.l.johnston@usace.army.mil by 1400 hrs. central time, 03 November 2023 PLA Survey Submittal Requirements: Question 1: Do you have knowledge that a PLA has been used in the local area on projects of this kind. If so, please provide supporting documentation. Question 2: Are you aware of skilled labor shortages in the area for those crafts that will be needed to complete the referenced project. If so, please elaborate and provide supporting documentation where possible. Question 3: Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed. If so, please elaborate and provide supporting documentation where possible. Question 4: Identify specific reasons why or how you believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement. Question 5: Identify specific reasons why you do not believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement. Question 6: Identify any additional information you believe should be considered on the use of a PLA on the referenced project.
