PROJECT LABOR AGREEMENTS (PLA'S) SYNOPSIS: Fort Worth District Corps of Engineers is soliciting comments on the potential use of PLA's at: U.S. Army Engineer Corps Fort Worth District ATTN: CESWF-CT (Joseph Spear) joseph.g.spear@usace.army.mil The Corps of Engineers, Fort Worth District is soliciting comments from potential offerors addressing the potential use of PLA's for large scale construction projects (exceeding $25 million). The market survey is for the B-21 LRS Fuels Admin Lab and Refueler Pad at Dyess Air Force Base, Texas. A separate solicitation will be issued in FY 2024 for the construction contract award in Fiscal Year 2025. THIS IS A PROJECT LABOR AGREEMENT SURVEY ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. Background/Scope Summary: The scope of this project is for a design - bid - build contract for the construction of a single-story concrete foundation, masonry walls and metal roof Logistics and Readiness Fuels Flight Administrative Laboratory facility; approximately 7,300 Square Feet (SF). This requirement will also require the construction of a refueling pad that consists of 9-in reinforced concrete pavement, secondary containment, area lighting, and pavement markings; approximately 140,000 SF. If so, please elaborate and provide supporting documentation where possible. Question 3: Are you aware of time sensitive issues/scheduling requirements that would affect the rate at which the referenced project should be completed. If so, please elaborate and provide supporting documentation where possible. Question 4: Identify specific reasons why or how you believe a PLA would advance the Federal Governments interest in achieving economy and efficiency in federal procurement.
