Project Description: Mobile County engaged Mott MacDonald to develop final construction plans and provide construction oversight for the renovations and improvements to Escatawpa Hollow Park in Wilmer, AL. Project includes the remodel of an existing elevated residential structure to a commercial restaurant space, construction of an elevated office/restroom building, walking trail, asphalt paving, cement concrete pavement, onsite sewage disposal systems, playground equipment, signage and landscaping as outlined in the plans, specifications and all other accompanying contract documents. Three hundred sixty-five (365) calendar days are allowed for the construction of the project. Utilities and other minor improvements will also be included to support this development, including site lighting, parking, and landscaping. The new building shall be per 2018 IBC and the 2010 ADA Standards for Accessible Design, and the building systems (HVAC, Plumbing and Electrical) shall meet the 2017 NEC/NFPA 70 Energy code standards. Site work shall be performed in accordance with ALDOT Standard Specifications for Highway Construction, current edition, non-metric. Three hundred and sixty (365) calendar days are allowed for the construction of the project. All bids must be on blank forms provided in the Specifications and the bid documents are required to be submitted in their entirety. A cashiers check drawn on an Alabama bank or a Bidders Bond, payable to Mobile County, Alabama, for an amount not less than five percent (5%) of the amount bid, but no more than ten thousand dollars ($10,000), shall be filed with the proposal, the Bidder's Bond being prepared on the form specified and signed by a bonding company authorized to do business in the State of Alabama. A Performance Bond in the form and terms approved by the County in an amount not less than the contract price will be required at the signing of the contract. A labor and materials bond in form and terms approved by the County in an amount not less than the contract price, insuring payment for all labor and materials, shall also be required at the signing of the contract. In addition, the Contractor must furnish to the County at the time of the signing of the contract a certificate of insurance coverage as provided in the specifications. The right is reserved to reject any and/or all bids and to waive informalities and to furnish any item of material or work to change the amount of said Contract. Liquidated damages for non-completion of the work within the time limit agreed upon will be assessed in accordance with the terms of the Contract.
