This project is intended to develop a corridor plan for the Floyd Boulevard in Leeds commercial corridor, and to identify and design streetscaping improvements and facade improvements. The concept is to create an attractive corridor for both vehicle and pedestrian traffic. Staff intends to partner with the Engineering Division on any infrastructure projects that would occur on the area. The streetscaping will increase the walkability of the corridor and attract development / redevelopment opportunities. In addition, a facade improvement program is proposed for the area that would enhance street improvements. On July 19, 2021 the City Council approved the facade improvement program by Resolution 2021-0677. City Staff held a kickoff meeting with property owners on Wednesday, August 11, 2021. The first round of awards were completed in 2021 and the second round of applications were received in 2022. The investment made in a facade improvement program, combined with aesthetic infrastructure improvements, has a proven track record in Sioux City by encouraging private investment and increased property values. The corridor contains commercial uses that are important to the Leeds neighborhood and the current condition of the infrastructure and lack of streetscaping has a negative effect on economic development and redevelopment opportunities along the corridor. Facade improvements made in the area will increase valuation, thus having a positive impact on taxes collected. City Staff worked with the Urban Planning students with the Iowa Initiative for Sustainable Communities from the University of Iowa to study this area. As a result of that work, a corridor plan was competed with the assistance from the public and Leeds property owners. Recommendations from that plan will be funded from this CIP. FY 2028 includes funding for streetscaping improvements identified in the completed corridor plan and a FY 2022 - FY 2027 includes funding for a facade improvement program. This project is included in the fy 2024-2028 Capital Improvement Program. As of May 19, 2023, further details regarding design and construction timelines have not been identified. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
