**As of August 17,2023 , this project has not yet been awarded. The project is expected to be awarded on September 19,2023.** The work shall be proposed as a Design-Build project under the authority of Arcadia Municipal Code Article 1, Chapters 12 and 13. Following completion, the Project will be owned and operated by the City. This document provides instructions to be followed by Proposers in their responses to the RFP. Proposals must comply with these Instructions to Proposers, including all Appendices. In accordance with Public Contract Code Section 3300, the City has determined that the Design-Builder shall possess a valid Class A (General) License and other specialty licenses applicable to the Project at the time of execution. The City of Arcadia reserves the right to reject any or all Proposals, to waive any informality or irregularity in any Proposal received, and to be the sole judge of the merits of the respective Proposal received. Questions regarding this Request for Proposals are to be submitted in writing no later than June 5, 2023 to Michael Kwok, Project Manager at mkwok@ArcadiaCA.gov.
