This project provides for added plant capacity by expansion and/or rehabilitation of current filter processes, retrofitting them with new technology for anticipated 2030 water demand. This project allows the City to meet projected increased daily water demands in 2030 based on the Master Plan. Growth and demand will drive expansion of the Southbridge Regional Water Treatment Plant that was constructed in a manner to allow for the easy addition of 10 million Gallons Per day of membrane filtration. This CIP would cover that expansion. This project could also be used to retrofit the Zenith Water Treatment Plant with Membrane technology or expand it to include additional conventional dual media filters. Staff has also added funds in FY 2027 to rehabilitate the existing microfiltration membrane filters at the Southbridge Water Treatment Plant. Each membrane module has a life expectancy of 20 years but the replacement timeframe for the membranes could move up based on filter production and fouling of the membrane fibers. This project is included in the fy 2024-2028 Capital Improvement Program. As of May 23, 2023, further details regarding design and construction timelines have not been identified. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
