Wastewater Treatment Plant Equipment Installation A Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total bid shall be submitted with each bid. A certified check or bank draft, payable to the order of the CITY OF PALMER, negotiable U.S. Government bonds (at par value), may be substituted in lieu of a Bid Bond. The City of Palmer reserves the right to reject any or all bids or to waive any informalities in the bidding. The City will evaluate the proposals to determine which firm(s) has the best qualifications and can adequately meet the project's needs. Bids may be held by the City of Palmer for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award.
