The Work is generally described as follows: installation of bypass pumping at waste water treatment facility with necessary by-pass piping, demolition and removal of the two (2) existing waste water lagoon liners, removal of existing geotextile fabric and under-liner ventilation tubing and miscellaneous hardware, installation of two (2) new 60 mil HDPE liner +/- 38,900 square yards, pumping of existing sludge to a belt press for solid separation, disposal of sludge in approved landfill is required and all other appurtenances associated with a complete installation. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. 7.02 Addenda may be issued to clarify, correct, supplement, or change the Bidding Documents
