Under this solicitation, the City of Palmdale is seeking a qualified consultant to perform design services for Avenue R Railroad-Highway Grade Crossing Program. The work will involve, but not necessarily be limited to the following: Prepare Preliminary Environmental Study Form to provide CEQA Clearance. Caltrans will perform the NEPA clearance. Attend field meetings with parties involved during design process. Conduct traffic queuing study for eastbound vehicles through the crossing at the intersection of Avenue R and Sierra Highway. Install pre-signal or queue-cutter, as recommended by traffic study and diagnostic team. Review and modify traffic signal operation, including railroad preemption operation, at the intersection of Avenue R and Sierra Highway. Reconstruct, widen, and/or extend raised medians east and west of the crossing. Conduct a pedestrian study, including counts/video studies identifying: o Daily pedestrian/bicycle counts for seven consecutive days o Routes of users including origination and destination o Pedestrians and bicycle users crossing Avenue R to access the pathway along the north sidewalk at the crossing Evaluate the necessity/feasibility of extended sidewalks and pedestrian warning devices at the south quadrants of the crossing. Reconstruct sidewalk at the north side of the crossing, and install pedestrian channelization, tactile strips, and egress gates. Install additional street lighting near the crossing. Lead for CPUC General Order 88-B request submittal. 1. Topographic Survey. a. Survey limits shall include the intersection of Avenue R and Sierra Highway and extend 1,000 feet beyond the intersection lines at Avenue R and Sierra Highway, and 1,000 feet beyond the railroad grade crossing at Avenue R. b. Survey points shall be spaced at a maximum of 10 feet within the intersection limits, and a maximum of 50 feet beyond the intersection lines. The surveyed points shall include enough information to design roadway cross-sections, including drainage improvements and slope easements, as necessary. c. Survey information shall include non-physical features such as right of way lines, property lines, and roadway center lines, as well as all above ground visible features, such as roadway edge lines, striping, signage, pavements, curbs, gutters, sidewalks, drainage features, manholes, light poles, and both overhead and underground utilities. 2. Utility Research and Potholing a. Perform a field review and research available public records for both public and franchise utilities to determine their locations and plot the location of known existing utilities, including but not limited to water, wastewater, storm drain, electric, gas, telecommunication, cable TV and fiber optic cable. b. Research relationship between existing right-of-way and utilities to establish prior rights regarding necessary utility relocations. c. Pothole at location of proposed traffic signal poles to the depth of signal foundation design, as well as at the location of underground utilities at potential conflict locations to determine their horizontal and vertical location for clearance and connection points. Work within right of way will require an encroachment permit (no fee), as well as a traffic control plan per the California Manual on Uniform Traffic Control Devices (CA MUTCD). 3. Plans, Specifications, and Estimates (PS&E) a. Review as-built plans (Street Improvement, Signing and Striping, Traffic Signal, etc. in the vicinity of the area. b. Prepare 35%, 65%, 95%, 100%, and Final Plans, Specifications, and Estimates (PS&E) for Street Improvement, Signing and Striping, and Traffic Signal Improvements. i. Plans shall show plan, profile, and cross section of intersection improvements, median improvements, widening of Avenue R, sidewalk, curb ramps, lighting, fencing, swing gates, and any other items as required by Caltrans agreement. ii.
