The Work shall be substantially complete by April 30, 2024 and completed and ready for final payment by May 30, 2024. This Project is being bid in accordance with 30 ILCS 500 and 557 and any resulting Contract is subject to applicable provisions of the Illinois Compiled Statutes (ILCS) and municipal codes and ordinances. Funding is provided in whole or in part by a Rebuild Illinois Economic Development grant made available through the State of Illinois, Department of Commerce and Economic Opportunity and the Project is subject to grant and program requirements, Project specific requirements, and applicable Laws and Regulations. Questions must be received by 2:00 p.m. local time on December 28, 2023 the Addenda will be binding. Oral statements, interpretations, and clarifications may not be relied upon and will not be binding or legally effective. The Illinois Prevailing Wage Act (820 ILCS 130/1-12) and the Illinois Works Jobs Program Act (30 ILCS 559/20-1 et seq.) applies to the resulting public works Contract and payment of prevailing wages and use of apprentices is required. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner further reserves the right to reject the Bid of any Bidder whom it finds, after reasonable inquiry and evaluation, not to be responsive or responsible or not to meet the specified qualification or quality requirements, based on poor references or otherwise. Owner may also reject the Bid of any Bidder if Owner reasonably believes that it would not be in the best interest of the Project or the public to make an award to that Bidder. Owner also reserves the right to waive all informalities not involving price, time, or changes in the Work.
