The purpose of this Request for Proposals (RFP) is to solicit proposals from qualified trucking companies (Proposer) to transport brine generated from the Advanced Water Treatment Facility (AWTF) at the Districts' Valencia Water Reclamation Plant (VAWRP) in Valencia, California to the Districts' Joint Water Pollution Control Plant (JWPCP) in Carson, California. The VAWRP Pre-Proposal Jobsite Walk-Through: May 16, 2023 at 10:00 am The JWPCP Pre-Proposal Jobsite Walk-Through: May 17, 2023 at 10:00 am QUESTCDN No. 8510756 The scope of work will be performed by the Contractor for three (3) years beginning on the effective date of the Agreement and will include all labor, parts, tools, materials, and equipment needed to efficiently and continuously transport brine from VAWRP in Valencia, CA to JWPCP in Carson, CA. The Districts brine will be maintained at a pH between 6.0 and 12.4 and will not be considered as hazardous or toxic. Any brine with pH of 12.5 will be considered a hazardous waste and will not be accepted at the liquid waste discharge station. Crystallization and/or precipitation may occur when brine pH is below 5.6. The Appendix A provides information regarding a typical brine waste composition. The anticipated volume of brine to be delivered to JWPCP would range between 14,000 to 52,000 gallons per day (1,872 to 6,952 cubic feet per day).
