BID GUARANTEE Bidder shall submit with the bid a certified check, cashier's check or bid bond in the amount of ten percent (10%) of the total price bid, but not in excess of $20,000, payable unconditionally to the County. When submitting a Bid Bond, it shall contain Power of Attorney for full amount of Bid Bond from a surety company authorized to do business in the State of New Jersey and acceptable to the County. The check or bond of the unsuccessful bidder(s) shall be returned pursuant to N.J.S.A. 40A:11-24a. The check or bond of the bidder to whom the contract is awarded shall be retained until a contract is executed and the required performance bond or other security is submitted. The check or bond of the successful bidder shall be forfeited if bidder fails to enter into contract pursuant to N.J.S.A. 40A:11-21. Failure to submit required guarantee shall be cause for rejection of the bid. B. CONSENT OF SURETY Bidder shall submit with the bid a Certificate (Consent of Surety) with Power of Attorney for full amount of bid price from a Surety Company authorized to do business in the State of New Jersey and acceptable to the County stating that it will provide said bidder to whom the contract is awarded will furnish Performance and Payment Bonds from an acceptable surety company on behalf of said bidder, in performance security equal to the total amount Successful bidder shall simultaneously with the delivery of the executed contract, submit an executed bond in the amount of one hundred percent (100%) of the acceptable bid as security for the faithful performance of this contract. The County reserves the right to accept or reject any or all bids, to waive identified irregularities and technicalities, and to award in whole or in part to the lowest responsible bidder, if it is in the best interest of the County to do so. Scope of Work Per R23-702, this bid is being solicited in accordance with the provisions in the Local Public Contracts Law (N.J.S.A. 40A:11-2-(39) and Rules (N.J.A.C. 5:34-9.1(a)(1)(i)) and (2)(i) in a "Proprietary" manner. 1.1 Intent The intent of this bid is to secure a certified Siemens vendor to: 1. Install a new Siemens card access system at the Somerset County Transportation building. Presently, the building does not have any electronic access system installed. 2. Install eight (8) additional card access readers in the Administration Building, including a new eight reader card access panel and power supply. 3. Install three (3) additional card access readers on the third floor of 27 Warren Street and a new enclosure with 2 dual reader interfaces in the second floor IDF. The locations of the new card readers are in the Health department. CEH storage room, Medical storage, and employees entrance. 1.2 General Requirements 1.2.1 A certified Siemens technician is required to complete the installation and all required configuration and programming. 1.2.2 Contractor shall provide all permits/drawings, if necessary. 1.2.3 Contractor shall be responsible for any necessary equipment rentals to complete installation. 1.2.4 Examine the existing system to determine control areas and access levels. 1.2.5 Examine the existing card database and work / communicate with the Sheriff's Department to have the 12 doors with new card readers identified, labeled, and programmed to work with the current Siemens system. 1.2.6 Install a new card access control system at our Transportation Building, add 8 additional card readers at our Administration building, and add three new card readers at 27 Warren Street. 1.2.7 Test all doors for proper operation as they are placed on-line during the process.
