DESCRIPTION OF WORK : Construct the Homeless Service Center - Addition and Renovation: Includes, but is not limited to, providing a congregant emergency shelter designed to operate 365 days a year for up to 100 adults including sleeping quarters for men and women, emergency hypothermia beds, and additional support services for shelter users such as professional offices, meeting rooms, and other multipurpose rooms. The facility includes, but is not limited to, adaptive reuse of an existing building, larger connected new addition, and related site and utility work. Bids shall be accompanied by a five percent (5%) bid security. Bid security must be in the form of a cashier's check, certified check or a bid bond issued by a surety. LIQUIDATED DAMAGES : Liquidated damages applies at the rate of $500/day if the construction is not fully completed by October 4, 2024. Schedule for final completion of the project: A. Base Bid: Substantial completion of the project by September 4, 2024 and final completion by October 4, 2024. All questions must be received no later than the date and time listed on the Cover Page of this ITB. Questions related to the ITB or requests for clarification shall be directed to Mr. Shane B. Smith, Procurement Manager, by email to Questions@harrisonburgva.gov. The Owner reserves the right to reject any or all bids and to waive informality and irregularity in the bids and in the bidding.
