Base Bid: The project is the construction of a cast in place concrete stage located at Riverfront Park, located at 701 Sophia Street Fredericksburg, VA. The project includes construction of an approximately 2,050 SF castin-place concrete stage, placed in the existing concrete pad, extension and installation of electrical conduit, wiring and flush mount, waterproof while in use, electrical outlets, and passing final inspections by City Inspectors (see Design Narrative Attachment). Alternate 1: Is the design, manufacture, and installation of a tensile fabric stage covering. Alternate 2: Is the design, manufacture, and installation of a band shell stage covering in lieu of the tensile fabric covering. The project is located in the center of an open and active public park that is to remain open and in use by the public during the construction of the stage and covering. The contractor shall take all precautions and erect all security fencing and devices necessary to protect the general public, City and private property at all times. This project is funded through a Federal EDA grant and Federal regulations apply to the project, including the contractor being registered on the SAM.gov website prior to contract award. A Bid Bond is required for all bids. This project is required to pay Davis-Bacon Act Wage Scale for the City of Fredericksburg, VA in effect at the time bids are received. See attachment A. for requirements. Determination of apparent low bidder shall be based on the TOTAL BASE BID AMOUNT. Contract award will be based on the TOTAL BASE BID AMOUNT (including any properly submitted bid modifications). CONTRACTOR QUALIFICATIONS The successful contractor shall be qualified in cast-in-place concrete and demonstrate at least five years of experience as a General Contractor performing cast-in-place concrete work and concrete pavement work, metal railings, and electrical work of a similar nature as that shown on the plans and in the specifications. The successful contractor shall also demonstrate that it's stage covering subcontractor is qualified and has at least 5 years of experience designing, manufacturing and installing tensile fabric stage coverings or wooden bandshells depending on the Alternates submitted. Contractor registration in accordance with Title 54.1, Chapter 11, of the Code of Virginia, is required. See the Instructions to Bidders for additional qualification requirements.
