The general objective is to select a Construction Manager (CM) for the construction of the Matanzas Woods Parkway & Palm Coast Parkway Connector Roadway to enter into a Construction Manager at Risk contract. The Construction Manager (CM), comprised of an experienced and highly qualified construction management firm, shall provide "full service" construction management on the proposed project. The CM shall function in all ways as a responsible, cooperative and contributing member of the City's professional team for the design and construction of the project. The CM shall provide assistance, advice and provide management services to the City and design consultants to ensure the project is completed within the defined budget, program and schedule. The scope established for construction management services will be of a pure agency relationship through the Bidding Phase, and will then convert to a "lump sum, at-risk" contract. The CM shall execute and hold all construction contracts. The City will negotiate a fee with the highest ranked CM Firm for the preconstruction phase of the project. At one-hundred percent (100%) completion of the design phase, the City will negotiate the Guaranteed Maximum Price (GMP) with the highest ranked Firm for the Construction of Phase One. Should the City not be able to negotiate a satisfactory GMP with the highest ranked Firm, negotiations with that Firm will be terminated and negotiations with the second ranked firm will begin and so on until a fair, competitive and reasonable GMP is reached. The intent is to construct the project in phases; this Proposal is seeking Pre-Construction Phase Services for all phases and to establish a GMP for Phase One. Upon mutual agreement between the City and the Proposer this RFSQ can be utilized for future Phases. GENERAL DESCRIPTION: This Request for Statement of Qualifications is issued for the purpose of receiving responses from qualified firms capable of providing Construction Management-at-Risk Services for the Matanzas Woods Parkway & Palm Coast Parkway Connector Roadway Question Deadline 10/23/2023 at 2:00 PM ET
