The City of Topeka is currently responsible for the maintenance and operation of the Potwin Stop Log Gap (PSLG) which is located north of Interstate 70 approximately one mile east of the NW Mac Vicar Avenue in Topeka, KS. The PSLG is part of the South Topeka levee unit and is utilized during flood events to prevent the Kansas River from backing up into downtown Topeka. The stop log gap extends across the existing Union Pacific railroad tracks from South Topeka Levee unit station 1 +70 to 3+00. The existing stop log gap utilizes old timber tie logs and H beams and the City is looking to replace the timber tie system with an aluminum log system. The existing timber tie system connects to a existing concrete foundation that is showing signs of deterioration and is in need of repair. The design engineer (Milburn Civil Engineering, LLC) has prepared documents to repair the existing concrete seal and the City of Topeka is looking for a manufacturer to prepare plans and specifications for the aluminum log system and then to manufacturer this system according to their plans. The aluminum log system shall be designed to meet the US Army Corp of Engineers flood requirements, requirements by the Union Pacific Railroad and be sized for installation by others on the repaired concrete seal dimensions shown on the concrete sill repair documents. Once the plans have been approved by the USACE and Union Pacific Railroad, the City will put out to bid a project for the repair and reconstruction of the concrete foundation sill plate. This contract for the manufacturer of the stop log system will be assigned by the City to the contractor. The manufacturer will deliver the system to the contractor for installation. All bids must be accompanied by a cashier's check or a bid bond for not less than five percent (5%) of the amount bid (including alternates), made payable to the City of Topeka, Kansas. The original bid security shall be in the office of Contracts and Procurement before the 2:00 closing date. Q&A closing - 4/21/23 at 12:00pm
