The Honolulu Authority for Rapid Transportation (HART) is pleased to present this Request for Proposals (RFP) Part 1 to prospective entities or groups of entities (Offerors) interested in submitting Part 1 Proposals to design and construct the City Center Guideway and Stations (CCGS) under a Design-Build Contract (Project). HART is using the design-build project delivery methodology to work in a collaborative manner, reduce cost, and expedite completion of the Project. 2.0 Project Description The Honolulu Rail Transit Project (HRTP) is an approximate 18.75-mile grade-separate, automated fixed rail system from East Kapolei in the west to the Civic Center Station, located east of downtown Honolulu, in the east. The HRTP includes 19 stations, 80 light-metro fully automated (driverless) rail vehicles, a maintenance and storage facility (MSF) on a 44-acre parcel near Leeward Community College, and three park-and-ride facilities. The mission of the HRTP is to provide fast, reliable public transportation services in rapidly developing areas with diverse populations. This Project is the third segment and fourth guideway section for the Honolulu Rail Transit Project (HRTP). The Project’s base scope includes approximately three miles of elevated guideway supported by drilled shaft foundations and consisting of standard and eccentric piers, in addition to straddle bents. Beginning from the end of the Airport segment, the alignment remains in the center median of Kamehameha Highway, just Diamond Head of the Middle Street Transit Center Station. While the roadway name changes from Kamehameha Highway to Dillingham Boulevard, the alignment remains in the center median of the roadway until it reaches Waiakamilo Road, where it transitions to the mauka side of Dillingham Boulevard until it reaches Ka’aahi Street. Traveling beyond Ka’aahi Street the alignment crosses over Iwilei Road and onto Nimitz Highway. Traveling along the center median of Nimitz Highway, the alignment passes over Nu’uanu Stream and into the Chinatown and City Center district of Honolulu. Just Diamond Head of Alakea Street, the alignment turns off Nimitz Highway to the makai side of the Halekauwila Street. Between South Street and Keawe Street, the Halekauwila alignment transitions from the makai side to the center of the roadway, utilizing straddle bents allowing vehicular traffic underneath to travel safely through this corridor. 3.0 Procurement Schedule Schedule reflects in correspondence with the Solicitation’s RFP package. The base scope includes construction of six stations, including systems installation similar to the existing 13stations. The six stations include: Kalihi Station, Kapalama Station, Iwilei Station, Chinatown Station, Downtown Station, and Civic Center Station. The alignment traverses and will require Work in and around Kapalama Stream and Nuuanu Stream. The project includes portions of private properties acquired by HART, as well as City and County of Honolulu-owned and State of Hawaii-owned properties.
