This announcement constitutes a Pre-Solicitation notice (synopsis) to be issued under Request for Proposal No. W9128A24R0002 in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, "FY22 MCA PN93668 Aviation Operations Units Building, Wheeler Army Airfield, Oahu, Hawaii" as described within this announcement. This project is a Design-Bid-Build solicitation, utilizing Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR Part 15. The Government intends to solicit this requirement as an unrestricted procurement. The North American Industry Classification code (NAICS) for this requirement is 236220. The Small Business size standard for this NAICS code is $45,000,000 annual average revenue. The Government intends to award a firm-fixed-price construction contract as a result of this solicitation. Project Description: Construct a 2-story Aviation Unit Operations Building (AUO Building) with both Admin and Readiness modules, mechanical equipment enclosure, electrical equipment enclosure, 91-parking space parking lot, two (2) vehicle security gates and a pedestrian gate, and related site, utility, and landscape improvements. The AUO Building will be a standard rectangular building form approx. 66,400sf and two levels with the main entry located on the south side of the building facing the POV parking. Additional entrances are located on the north side facing the apron and ancillary entries located on the west and east sides of the building to facilitate movement between the operations spaces and the hangars. Concrete walkways and ramps will be provided at all entrances for ABA access. Flush curbs, level with the asphalt pavement, are located at the edge of the concrete sidewalks within the parking lot, at the driveway between the parking lot and the AUO Building, and at the edges of the landscaped areas will be constructed to assist with drainage. The new Aviation Unit Operations Building Facilities exterior theme will maintain Spanish Mission Revival and Art Deco influence in compliance with Army Installation Design Guide Wheeler Army Airfield. The estimated period of performance is 1,013 calendar days. The Government anticipates the acquisition will be lowest priced technically acceptable based on the following criteria: 1) experience; 2) past performance; 3) technical approach and 4) price. Project magnitude is between $50,000,000.00 to $100,000,000.00. It is the Offeror's responsibility to check for any posted changes to the solicitation.
