The intent of the contract is to provide for construction and completion, in every detail, of the work described. It is further intended that the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies required to complete the work in accordance with the plans, specifications, and terms of the contract Whenever the scope of work requires connection to an existing circuit, or should the scope of work involve working adjacent to or near an existing circuit, and the work could have any impact on the existing circuit, the circuit's insulation resistance shall be tested, in the presence of the RPR. The test shall be performed in accordance with Item SP-111 and prior to any activity affecting or impacting the respective circuit. The Contractor shall record the results on forms included in SP-111. When the work affecting the circuit is complete (or at end of shift prior to energization), the circuit's insulation resistance shall be checked again, in the presence of the RPR. The Contractor shall record the results on forms included in SP-111. The second reading shall be equal to or greater than the first reading or the Contractor shall make the necessary repairs to the circuit to bring the second reading above the first reading. All repair costs including a complete replacement of the L-823 connectors, L-830 transformers and L-824 cable, if necessary, shall be borne by the Contractor. The Contractor shall measure and record the insulation resistance of ALL airfield lighting circuits prior to starting any work. All test results shall be submitted in the Operation and Maintenance (O&M) Manual. The Owner reserves the right to reject any irregular proposal and the right to waive technicalities if such waiver is in the best interest of the Owner and conforms to local laws and ordinances pertaining to the letting of construction contracts. The Contractor and its employees shall promptly observe and comply with then applicable provisions of all Federal, State and local laws, rules and regulations which govern or apply to the goods and services rendered by Contractor hereunder, or to the wages paid by Contractor to its employees. Contractor shall require all of its subcontractors to comply with the provisions of this paragraph. The following clauses will be included in deeds, licenses, permits, or similar instruments/agreements entered into by the Tri-County Airport Authority pursuant to the provisions of the Airport Improvement Program grant assurances
