The intent of this Request for Qualifications (RFQu) is for the County of Loudoun, Virginia (County) to obtain applications from Construction Managers (CM) interested in providing pre-construction and construction management services for the Construction of the Western Loudoun Recreation Complex project (the "Project") located outside of town limits in Purcellville, Virginia. RFQu applications ("Applications") will be used to establish a list of contractors prequalified to submit proposals to act as the Construction Manager at Risk for the Project. The Western Loudoun Recreation Complex includes the construction of a new fully licensed, 83,000 gross square-foot recreation facility and park on the 142.71-acre site. The project will be located on three (3) adjoining parcels at 36716 Main Street outside of Purcellville town limits, Virginia. The Loudoun County Parcel Identification Numbers (PIN #s) are: 523-47-8975 (78.84 acres), 523-48-4422 (5.23 acres), and 522-18-2896 (58.64 acres). Parcel 523-47-8975 is mostly undeveloped, with four (4) existing structures near Main Street. Parcels 523-484422 and 522-18-2896 are completely undeveloped The recreation Facility will include administrative office space, a gymnasium, a kitchen, a fitness center, multipurpose rooms, and a running track. The Facility will also include an aquatics center with a competition pool, leisure pool, spa, spectator seating areas, two (2) wet classrooms, a splash play area, and associated locker rooms. Facility site amenities may include sports courts, a rock-climbing wall, an outdoor fitness area, and a diving pool. The Facility's site may also include onsite stormwater management, a potable well and septic system, and associated parking, landscaping, access roads, intersection and road improvements. The Park shall include up to ten (10) athletic fields - four (4) diamond fields and six (6) rectangular fields. Supporting Park amenities will include athletic field lighting, fencing, public utilities, parking, access from a public road, groundwater wells irrigation, and landscaping. Additionally, the Park will provide public restrooms, concessions facilities, staff offices, meeting rooms, storage, scorekeeper and umpire areas, a maintenance facility, picnic pavilions, and bleachers. All Park facilities shall be connected to onsite well and septic. A final program shall be determined, after the professional design services contract is awarded. Pending the due diligence study for this site, the County reserves the right to utilize an early Guaranteed Maximum Price (GMP) for demolition of all existing structures and associated driveway(s). The County also proposes to utilize a second early GMP for the release of major mechanical equipment, electrical equipment, and other equipment identified as having significant lead times. Pursuant to Virginia Code §2.2-4378 Chapter 6, construction management contracts shall require that (i) no more than ten (10) percent of the construction work, as measured by the cost of the work, be performed by the construction manager with its own forces and (ii) the remaining ninety (90) percent of the construction work, as measured by the cost of the work, be performed by subcontractors of the construction manager, which the construction manager shall procure by publicly advertised, competitive sealed bidding to the maximum extent practicable. The estimated construction cost for the Western Loudoun Recreation Complex is $83.8 million. Construction may begin as early as summer 2025, and is expected to continue through fall 2027.
