**As of June 8, 2023, this project has not yet been awarded. The Project is expected to be awarded on July 1, 2023. Bi date changed per addenda 1, no other changed were made to the project The project includes: sludge removal and any applicable testing needed, identifying land application sites, soil testing, land application; aeration system inspection and repairs; and raising effluent piping on cell #7. All permitting, testing, and reporting required for compliance with State, EPA and Federal regulations for sludge removal and land application is included in the scope of work. The total contract price will not be increased without prior authorization from the Owner via the change order process A copy of a valid Contractor's license for the state in which the work resides or Certification of Renewal thereof issued and registration of Indian owned firm from TERO shall be supplied at the time of bidding and enclosed in the required Bidder's Bond envelope. In the evaluation of the bids, the Owner may, within funding limitations, give preference up to the amount of 5% above the lowest total bid, to qualified Indian owned firms. The Winnebago Tribe of Nebraska has a 3% tribal construction tax on all projects constructed within the Winnebago Reservation. Contractors are not to include this in their bids. The tribal construction tax will be paid by the Indian Health Service for the actual construction total.
