Engineers Estimated Cost: $3,000,000 to $3,400,000 Pre-Qualification for Bidders: Not Required License Type Required: CLASS A Project Duration: 120 Calendar Days Liquidated Damages: $1,000.00 Per Calendar Day Bid Bond Percentage: 10% GENERAL WORK DESCRIPTION: The work includes but is not necessarily limited to: the north Taxiway Edge Lighting System improvements; the south Taxiway Edge Lighting System improvements; the north Taxiway pavement rehabilitation and reconstruction, and the connector taxiways rehabilitation; and all other work as may be necessary to complete the contract in a satisfactory and acceptable manner in full compliance with the plans, specifications and terms of the contract. CONTRACT TIME: The allowable time to complete all work in this contract for the Base Bid is 120 calendar days. It is agreed by the parties to the contract that in case all the work called for under the contract in all parts and requirements is not finished or completed within the number of days expressed in the contract, damage will be sustained by the City, and that it is and will be impracticable and extremely difficult to ascertain and determine the actual damage which the City will sustain in the event of and by reason of the delay; and it is therefore agreed that the Contractor will pay to the City, the sum of $1,000 per day, for each and every calendar day's delay in finishing the work in excess of the number of contract days prescribed above. QUESTIONS PERTAINING TO THIS PROJECT PRIOR TO CONTRACT AWARD SHALL BE DIRECTED TO: City of Lompoc, Engineering Division, 100 Civic Center Plaza, CA 93436; Attention: Steffen Meyer, P.E., Telephone (805) 875-8240; or email: s_meyer@ci.lompoc.ca.us PROPOSALS: Proposals are required for the entire work described in the Contract Documents. Proposals will not be considered unless they are made on the proposal forms furnished with Project Manual - Part B. The City of Lompoc reserves the right to reject any or all proposals or make the award to the lowest responsible bidder. CONTRACTOR REGISTRATION: No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the CA Department of Industrial Relations (DIR), pursuant to Labor Code section 1725. This project is subject to compliance monitoring and enforcement by the DIR, and the contractor and subcontractors must furnish electronic certified payroll records to the Labor Commissioner. BID BOND: Each proposal must be accompanied by cash, a certified or cashiers check, or bidder's bond of the prescribed form and made payable to the City of Lompoc for an amount equal to at least ten percent (10%) of the total amount bid, such guaranty to be forfeited, should the bidder to whom the contract is awarded fail to furnish the required bonds and to enter into a contract with the City within the period of time provided by the Proposal Requirements. LICENSE REQUIREMENTS: In accordance with provisions of CA Public Contract Code Section 3300, the City has determined that the Contractor shall possess a valid Class A License at the time of award. PREVAILING WAGE RATES: Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the County of Santa Barbara, in which the work is to be done have been determined by the Director of the CA Department of Industrial Relations. DISADVANTAGED BUSINESS ENTERPRISES: The City of Lompoc hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. There is no DBE project goal established for this project. At this time, the City will meet the DBE goal on federally assisted projects through race neutral measures. The City supports the use of race neutral measures to facilitate participation by DBEs and other small businesses, and encourages prime contractors to subcontract portions of their work that they might otherwise perform with their own forces. CERTIFICATION OF NONSEGREGATED FACILITIES - 41 CFR PART 60-1.8: A Certification of Non-segregated Facilities shall be submitted prior to the award of a federally-assisted construction contract exceeding $10,000 which is not exempt from the provisions of the Equal Opportunity Clause. BUY AMERICAN PREFERENCES: Buy American Certification - The successful bidder must comply with Title 49 U.S.C. Section 50101. Unless otherwise formally approved by the FAA, all acquired steel and manufactured products installed under the AIP assisted project must be produced in the United States. Bids that are not accompanied by a completed Buy America certification must be rejected as nonresponsive.
