The Department of Veteran Affairs, NCO-15, intends to award a Construction Contract for project 657-503, Construct Primary Care and Women's Health Building at Marion VA Medical Center in Marion, Illinois. This project is being solicited as a Service-Disabled Veteran Owned Small Business (SDVOSB) set aside. Proposals received in response to this solicitation will be evaluated in accordance with the procedures outlined in the Federal Acquisition Regulation (FAR) Part 15.101-1, Best Value - Trade Off Source Selection Process. Those offerors not providing the documentation outlined in the "Instructions to Offerors" will not be considered The NAICS Code for this project is 236220 - Commercial and institutional Building Construction, the size standard of $45.0 million. Estimate of the construction magnitude for this project is between $10,000,000.00 to $20,000,000.00. It is the contractor's responsibility to make sure the proposal is received by the contracting officer. Contractors working on this project are exempt from state sales tax, and a project tax exemption certificate will be issued upon award of this contract. Bid Bond shall be included in emailed proposal and hard copy mailed to address in block 8 by proposal closing date. Award will be made on line item 0001. However, should offer exceed the funds available, award will be made on line items 0002-00015 within the available funding limits. All contractors and Joint Ventures must be registered in Sam.gov. All SDVOSB contractors must also be certified in SBA Veteran Small Business Certification Program (VetCert) portal @ https://veterans.certify.sba.gov by proposal due date in order to be eligible for award. Public Law (P.L. 105-339), Section 1354 provides that no agency may enter into a contract with a contractor who has not filed a VETS-4212 report for the preceding fiscal year under Title 38 Section 4212(d). Proposals submitted by teaming arrangements other than VA SDVOSB Joint Ventures will not be considered. If submitting as a Joint Venture, you are required to submit a copy of the Joint Venture agreement with proposal. Period of Performance for this project is 425 calendar days.
