The City incurs no liability for the fact that written notices or any documents conveyed by electronic system are incomplete or contain any error or omission whatsoever. Consequently, any tenderer must make sure, before presenting his tender, to obtain all the documents related to this call for tenders. Any tender to be valid must be accompanied by a deposit or a surety whose amount is equal to 10% of the total of the tender including taxes. Only those who have their principal place of business in Canada and in the territories covered by the Canadian Free Trade Agreement (CFTA) as well as the Trade and Cooperation Agreement between Quebec and Ontario are eligible to bid. (ACCQO) and who have obtained through the SEAO in their name the tender documents issued by the contracting authority. In addition, the successful bidder must be registered in the Register of enterprises eligible for public contracts (REA). The City of Drummondville does not undertake to accept the lowest or any of the tenders received or to incur any costs or obligations of any kind towards the tenderer(s). The City also reserves the right to refuse any tender from a contractor or supplier who, during the last two years preceding the opening date of tenders, has been the subject of an unsatisfied performance evaluation by municipal organization.
