As of August 15, 2023, the project has been awarded. A timeline for construction has not been confirmed. The purpose of the project is to rehabilitate the Cedar Street box culvert that passes the Santo Domingo Creek under North Cedar Street and East Lincoln Avenue in the Borough of Lititz. Work consist of concrete repair, new asphalt pavement deck, new guiderail, new sidewalk and E&S work. All proposals (bids) are to be accompanied by a bid bond or certified check in the amount of 10% of the total bid. The Borough reserves the right to waive any minor informalities, irregularities or defects in the bid; or to reject any or all of the bids. All Bidders are required to demonstrate proof of competency and responsibility. Proof of competency and responsibility is demonstrated by being pre-qualified for the work in accordance with Publication 408, Section 102, or by providing three similar completed projects with the bidding contractor as the prime contractor within the last 5 years with current project owner contact information, a detailed description of work, and the awarded bid price. A project is considered to be similar if it has the same "in common" work and is similar in price of work (50% of the current bid or greater). Only the bidder is required to provide proof of competency, this requirement does not extend to subcontractors. A copy of prequalification or similar projects shall be included with the bid submitted. The Borough has determined that this work is subject to the Pennsylvania Prevailing Wage Act ( 43 P. S. 165-1 - 165-17 ) and the Contractor shall pay at least the wage rates as determined in the decision of the Secretary of Labor and Industry and shall comply with the conditions of the act approved August 15, 1961, and the regulations issued thereto, to assure the full and proper payment of the rates. A Wage Determination report has been prepared and included with the bidding documents.
