The purpose of this Request for Proposals is to find a qualified developer or team of developers to redevelop the former Vail School Site into a mixed-use project. The City encourages creative proposals supported by market conditions that achieve the City's desired vision for the property. The Vail site is located within the Oakland Conservation District and comprised of approximately 6.7 acres. The site also includes the property located at 1402 First Avenue - Knights of Columbus Hall. All new construction will be required to be reviewed and approved by the City's Historic Commission. The City envisions that the Vail School Redevelopment site will include a mix of uses that complement and support the surrounding Oakland neighborhood, which may include residential, service, commercial, office, entertainment, and public facilities. Residential uses may include a mix of types and densities including townhomes, attached housing, and small-scale multi-family or mixed-use buildings. The vision for the Oakland Neighbor hood is a thriving revitalized residential area that is in close proximity to downtown. The goal for this neighborhood is to expand its pedestrian amenities and offer premiere residential and mixed uses on the old Vail School Site. The neighborhood will also be anchored by a reimagined Oakland Park that will act as a community gathering space. This neighborhood prides itself on the culture of its residents and rich historical background including its recent addition to the National Park Service Register of Historic Places. The right to reject any and all proposals is reserved by the City of Middletown. Informalities may be waived at the option of the City Council
