The Purpose of Amendment 0001 is to update both the submittal register and the technical specifications (attached). No other changes are being made. Your Bid must acknowledge the amendment. The U.S. Army Corps of Engineers Portland District intends to issue a firm-fixed price (FFP), Invitation for Bids (IFB) No. W9127N23B0010 for Green Peter Reservoir Generator Purchase and Installation. This requirement is to provide an alternate power source for the Green Peter Powerhouse at Green Peter Dam located on the Middle Santiam River near Sweet Home, Oregon. The Green Peter Powerhouse is located on the Middle Santiam River near Sweet Home, Oregon. Construction was finished in 1968. The Army Corps of Engineers will draw down Green Peter Dam Reservoir in the fall for a downstream fish passage called a "deep drawdown", which will leave the powerhouse with a single electrical power feed. The deep drawdown will start in early October until February without impacting refill at or above the spillway for spring fish passage spill. EL. above the regulating outlets (ROs) which will be the primary fish passage route. This project is designed to provide a mobile diesel engine-generator for the deep drawdown periods and installation of associated cables, conduits, and auxiliary equipment necessary to connect the mobile diesel engine-generator to the powerhouse. The U.S. Army Corps of Engineers, Portland District, has a requirement for the Green Peter Injunction Deep Drawdown Temporary Power Supply Project. The Scope of Work for this project includes but is not necessarily limited to the following: a. Provide new 250kW Diesel Engine Generator. b. Provide a new two-source Manual Transfer Switch. c. Modify 600V, 2000A fish unit bus to SQ Switchgear to terminate in the new Manual Transfer Switch. d. Reroute Diesel Generator power cable and conduit to new Manual Transfer Switch. e. Provide status indication from Manual Transfer Switch and EDG to SCADA and modify existing control to incorporate Manual Transfer Switch. f. Perform necessary training, O&M, commissioning and testing. The solicitation will be available 14 July 2023 with bids due approximately 30 days after advertising. This is a 100% small business set-aside. The NAICS code for this procurement is 238290. The small business size standard is $22 million. The magnitude of construction is between $250,000 to $500,000.
