The East County Flagship will provide unique, specialized, high-value programs and resources. This full-service, destination library will dramatically increase equity in services, access and square footage of usable community space, directly addressing the historically under-built, underserved neighborhoods of east Multnomah County. The East County Flagship Library project builds an estimated 95,000 sf new flagship library on a new site. As of June 8, 2023, a design team and General Contractor/Construction Manager has been identified. This multi-year project is expected to begin community engagement and design activities in FY 2023. Construction is expected to begin in FY 2024 with substantial completion in FY 2025. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
