West Virginia University on behalf of its Board of Governors ("BOG") located in Morgantown, West Virginia ("WVU" or "University") is initiating this Request for Bids ("RFB") from qualified, experienced, and licensed Contractors for the labor and materials to 1) mill, 2) paving, 3) setting a storm water inlet, 4) tying it (Storm water inlet) into an existing buried culvert and 5) repair the culvert wingwall forParking lot No. 3 on 370 Falling Run Road in Morgantown WV. Cutoff for Questions: Date: February 28, 2023 Time: 3:00 PM ET COMMUNICATIONS - The bid/proposal process is highly controlled. To protect the integrity of the process, any questions or clarifications regarding this Request for Bid/Proposal must be handled through the Department of Procurement, Contracting, & Payment Services. COMENCEMENT: Work to start as soon as agreement is finalized but not before June 1st SUBSTANTIAL AND FINAL COMPLETION - The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated below. The date of issuance of the West Virginia University's Notice to Proceed and/or Contact shall be used to calculate Substantial and Final Completion if contract time stated below is in number of calendar days. Substantial Completion shall be July 15, 2023. Final Completion shall be July 29, 2023 Final Completion is considered when project site is de-mobilized and all project documents listed in Close-Out section of the specifications has been sent to the owner. LIQUIDATED DAMAGES - The Contractor shall achieve Substantial and Final Completion of the entire Work as calculated or indicated above. The date of issuance of the West Virginia University's Notice to Proceed or Executed Agreement shall be used to calculate Substantial and Final Completion of contract time stated in number of consecutive calendar days or established date. Time is of the essence. Liquidated Damages shall be Five Hundred Dollars ($500) per Calendar Day of delay in achieving Substantial Completion and Two Hundred and Fifty Dollars ($250) per Calendar Day of delay in achieving Final Completion. Parking Lot 3 is approximately 16,000 SF. This number is from Google Earth and is not to be used solely for the bid. Contractor shall field verify and determine how much labor and materials are necessary. This lot is located further up Falling Run Road past Vandalia Hall, The street address is 370 Falling Run Road, Morgantown. The Contractor shall furnish all necessary supervision, labor, equipment, tools, services, temporary facilities, and materials to supply and install the storm sewer system for the Vandalia Lot 3 project. All work shall be in strict accordance with the documents and the requirements stated herein. The work includes, but is not limited to the following: 2. Clarifications: a. Contractor is responsible to keep an updated set of as-built drawings onsite and to submit a complete set of as-built drawings at contract closeout. b. Contractor is responsible to provide and install all necessary E&S controls. c. Contractor is responsible for daily clean up and removal of debris. West Virginia University Vandalia Lot 3 Storm System Scope of Work 1. The Contractor will be responsible for the following: a. All earthwork associated with work. b. Underground piping, inlets, grates, gaskets, and materials. c. Install WVDOH Type "G" inlet with Type I grate d. Install 18" outlet pipe from inlet to existing culvert. e. Provide not shrinking grout around all pipe connections. f. Perform repairs to existing culvert support. i. Install rebar, form, and pour concrete around existing culvert support.
