Builder Sustainment Management System Facility Condition Assessments for the Connecticut Military Department. The Architect-Engineer (A-E), in accordance with this Statement of Work (SOW), shall maintain the BUILDER Sustainment Management System database (BUILDER SMS), hereafter referred to as BUILDER. This Statement of Work refers specifically to the maintenance of BUILDER for the Connecticut Army National Guard (CTARNG). The A-E shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and nonpersonal services necessary to maintain the BUILDER SMS or the most current version available. The A-E shall perform to the standards in this SOW and to the standards described in the most current versions of the BUILDER USER MANUAL and the BUILDER Condition Assessment Manual. Maintenance of the SMS includes re-assessment of 25% of facilities annually, for re-assessment of 100% of facilities over 4 consecutive years; verification of and updates to equipment inventories as necessary where discrepancies exist, due to wither renovation, replacement, or erroneous data collected in previous cycle.
