As of October 16, 2023, an engineer has been selected for the project. Although a firm timeline for construction has not been determined, construction is not expected to start prior to early 2025. *The closed solicitation has been included below for reference: PROJECT DESCRIPTION The City of Maricopa (City) seeks a qualified design firm or team (hereafter referred to as "design firm") with extensive design and construction administration experience with transportation related projects. All qualified firms that are interested in providing these services are invited to submit their Statement of Qualifications (SOQ). All SOQ's must comply with the requirements specified in this Request for Statement of Qualifications (RSOQ). This project will widen State Route 238 (SR 238) from State Route 347 (SR 347) to the City Limits at approximately 2.25-miles west of SR 347 (See Exhibit A attached). SR 238 will be widened from a 2-lane roadway to a 4-lane roadway with a separate center left turn lane (2-each travel lanes in each direction). The improvements shall include but not be limited to: new pavement, curb and gutter, sidewalk, street lights, traffic signals, drainage improvements, and landscaping. Ownership, operation and maintenance of this segment of SR 238 and SR 347 within the City limits was recently transferred from ADOT to the City of Maricopa. There is significant new residential and commercial development being planned along this segment of SR 238 which will require coordination with the developers. Funding for the design of the project will be with local funds. Funding for construction of the project will be a combination of federal and local funds. Anticipated project milestones will be developed to meet the following desired schedule: - Select Design Firm and Finalize Design Services Contract, February 2023 to July 2023 - Detailed Design and Construction Documents, August 2023 to August 2024 - Land Acquisition, January 2024 to January 2025 - Construction Services, January 2025 to January 2026 The following is a brief summary of the key project tasks: Task 1: - Detailed Design and Construction Documents The design firm will provide detailed design and construction documents. Each submittal package shall include detailed plans, technical specifications, and cost estimates. The design firm shall assist with utility coordination and agency approvals. The following is a summary of typical tasks associated with design services: o Surveying, mapping and field investigations o Design Review submittals - 30% Conceptual Design - 60% Preliminary Design - 90% Pre-final Construction Documents - Final 100% Construction Documents and bid schedule ready for bidding purposes - Cost Estimates - Comment Resolution Meetings - Utility Coordination - Public Meetings Task 2: - Land Acquisition The design firm will provide legal descriptions and exhibits as required for new right-of-way and easements. Task 3: - Construction Phase Services The construction administration assignment will be determined prior to completion of the design and a contract amendment issued as needed, to avoid delaying the project. The following is a summary of typical tasks associated with construction services: - Review shop drawings, submittals and respond to contractor RFI's - Construction observation, inspection and quality control testing services The method of Contractor Selection has not been determined at this time.
