Yavapai County, located in central Arizona, is interested in securing the services of a qualified aviation consultant to provide airport engineering, architectural, construction management and consulting support services for proposed projects at County owned Bagdad, Sedona and Seligman airports. All qualified firms that are interested in providing these services to Yavapai County are invited to submit their Statement of Qualifications (SOQ). All work shall be accomplished in accordance with all federal, state and local guidelines, regulations, including Federal Aviation Administration Advisory Circulars, E.P.A. and Arizona Environmental Statutes. All SOQs must comply with the requirements specified in this Request for Qualifications (RFQ) which is being conducted in accordance with FAA Advisory Circular 150/5100-14E (change 1) Architectural, Engineering and Planning Consultant Services for Airport Grant Projects, Chapter 2 "Procedures for Selection of Consultants" dated 9/25/2015. A qualification-based selection process will be utilized by a selection committee of County Public Works engineers, the airport grants administrator as well as a representative from the Sedona Oak Creek Airport Authority to select the most qualified firm. Fee information will not be considered in the selection process and must not be submitted with the statement of qualifications. To avoid conflict of interest and maintain objectivity, the consultant providing planning and environmental review and compliance will be selected in a separate RFQ process from the consultant selected to provide airport engineering and architectural services. Nevertheless, the planning and environmental consultant will need to work with the engineering consultant to develop scope of work for planning and environmental studies/compliance Yavapai County will receive questions regarding the Request for Qualifications until 4:00PM on Monday February 27, 2023. All questions will be submitted by email to chris.steele@yavapaiAZ.gov. Questions from all firms and answers will be compiled and posted to the Yavapai County Public Works bid by 4:00PM on Thursday, March 2, 2023. The Method of Contractor Selection has not been determined at this Time.
