A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: Delaware Air National Guard (DEANG) is soliciting letters of interest from Architectural/Engineering (A&E) teams for professional services related to Deang Contract No. Jlws209094 - Delaware Air National Guard - A/E Services - Relocate Main Gate, New Castle, DE. The Delaware Air National Guard seeks professional services to perform design (Title 1 - Design) and construction administration (Title 2 - Construction Administration) for a new access road and entry control point at the Delaware Air National Guard Base, located in New Castle, Delaware. The project will include a two-lane access road, gatehouse, UFC compliant commercial vehicle inspection area with overhead protection, ID check with overhead protection, Passive Vehicle Guardrail and traffic control measures, and building information systems. Supporting facilities include electrical service, water and wastewater lines, storm drainage improvements, asphalt pavement and communication infrastructure. Heating and air conditioning will be provided by stand-alone systems. Antiterrorism measures include laminated glazing in reinforced frames and reinforced exterior doors. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Access for individuals with disabilities will be provided. Comprehensive building and furnishings related interior design services are not required. Facilities will be designed to a minimum life of 40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Design will be in accordance with latest issued version(s) of NGB/A40 issued Design Instruction(s), the latest published versions of Department of Defense (DOD) Unified Facilities Criteria (UFC)1-200- 01 "DoD Building Code" inclusive of all sub-referenced applicable core UFC's therein, UFC 1-200- 02 High Performance and Sustainable Building Requirements", UFC 4-010-01 "DoD Minimum Antiterrorism Standards for Buildings, Air National Guard Engineering Technical Letter (ANG ETL) 10-03 "ANG Design Objectives and Procedures, ANG ETL 12-06 "Design Meetings and Presentations", ANG ETL 12-07 "Preparation of Document Package", and ANG ETL 15-01-00 "ANG Design Policy". Latest published UFC's and ANG ETL's in effect prior to start of Type B Design will apply to the project. Provide all planning and engineering design coordination and consultation at applicable design stages to include, but not limited to, the Assistant USP&FO for Air (Real Property) for the 166th Airlift Wing of the Delaware Air National Guard ("Base Civil Engineer"), Delmarva Power (Electrical Utility Service Provider), Delmarva Gas (Gas Utility Service Provider), the Delaware River and Bay Authority (DRBA), Delaware Division of Facilities Management, and the Delaware Department of Transportation (DEL DOT), Delaware Natural Resources and Environmental Control (DNREC), New Castle County Sewer (Sewer Utility Service Provider), and Artesian Water (Water Utility Service Provider). Provide "Code and Criteria Review" Services where they become necessary under ANG ETL 10-03. Provide "Value Engineering" Services in accordance with ANG ETL 10-03. The awarded firm will provide all necessary documentation under the State of Delaware major capital improvement project process necessary for Department of Facilities Management (DFM) approval and bidding. This request for proposals ("RFP") is issued pursuant to 29 Del. C. 6981 and 6982. A mandatory pre-bid meeting is not required and will not be established for this project. (15%) Defined approach firm/team will implement (10%) Experience with Public Works projects within the State of Delaware (15%) Geographical location of main or branch office that will be assigned to the project (15%) Knowledge of National Guard facilities, criteria and standards, including NGB design guides, pamphlet and manuals; knowledge of Unified Facilities Criteria (20%) The Delaware Air National Guard seeks to apportion work equitably to interested and qualified firms.
