The Program is designed to help Hamilton County, Ohio homeowners, deemed eligible through an application process (the "Homeowners "), make necessary home repairs and improvements which would help them stabilize their household by allowing them to remain in their home. Eligible Homeowners include those located in Qualified Census Tracts and those designated as "impacted" and "disproportionately impacted". Home repairs provided to Homeowners through the Program may include, but are not limited to: roofs, foundations, porches, insulation and HVAC, remediation of environmental health hazards, and accessibility. The Program should prioritize health and safety home repairs. In addition, the Final Rule emphasizes weatherization and energy efficiency improvements in an effort to reduce the Homeowner's monthly expenses. Cosmetic repairs are not eligible under the Program. While the Program is open to eligible Homeowners in all Hamilton County municipalities and townships, Offerors should include in its response how it will prioritize and target the most disproportionally impacted Homeowners, including those in Qualified Census Tracts. In addition, Offerors should focus on the promotion of equitable outcomes and how equity strategies will be measured at various stages of the programming. The Program will focus on providing grants or loans in the amount of up to $25,000 per eligible Homeowner. It will be expected that the Offeror will enter into an appropriate agreement with the Homeowner and qualified contractor(s) for the completion of the home repair or improvement services. Offerors that propose a loan program using SLFRF Funds are directed and expected to read, understand, and incorporate loan requirements as provided for by the Final Rule. The Board seeks proposals from qualified entities, organizations, and firms to implement and administer the Program. Contract duration: 4 years Q & A deadline: Jan 19, 2023 12:00:00 PM EST
