Ramsey County and the City of Saint Paul are working to define a community-driven vision for Rice Street between Pennsylvania Avenue and Wheelock Parkway. The purpose of the Rice Street Visioning project is to: Promote economic growth and community investment while maintaining and providing business opportunities. Create an inviting environment. Enhance pedestrian and bicyclist safety. Maintain and augment transit service. Continue to increase vehicle safety. Long term road closures on Rice Street will not start until the spring of 2025. The road will be closed during the construction season 2025-2027. The roadway will be open to traffic during the winter. The Metropolitan Council approved $350 million in 91 transportation projects in the Minneapolis-Saint Paul, Minn. metro area. Based on local community input, the council selected projects to improve highways, bridges, active transportation routes and public transit. The largest transportation investment is $25 million for the future Metro Transit METRO G Line bus rapid transit (BRT). A Rice Street reconstruction project will combine $7 million in federal funding with $29 million in local funding and will coordinate construction activities between Rice Street and BRT projects. More projects include: $7 million for an Interstate 494 Park & Ride structure. $7 million for METRO Green Line light-rail transit extension. $7 million for METRO Blue Line Lake Street Station renovation. $4 million for Minnesota Valley Transit Authority's second phase of the Apply Valley Transit Station modernization
