Fully depth patching shall be constructed prior to surface milling of entire project, replace Proposal paged with enclosed P1 - P3. Full depth patching shall be completed from CL to shoulder, one lane at a time. Flaggers/pilot car shall be used to direct traffic (one-way) during full depth patching and one-lane of traffic. Full depth patching shall be constructed in a way that at end of each workday the construction zone is opened back to 2-way traffic. Traffic shall be maintained on the existing US-50 HWY traffic lanes and not on the shoulders. Replace Plan Sheet Page 3 with attached Page 3. The City shall award the bid that shall be most advantageous to the City, taking into consideration price, ability to perform the work, and other factors for the Base Bid and Addendum portions of the project. Each bid shall be accompanied by a certified check, a cashier's check, or an approved bidder's bond in an amount of not less than five percent (5%) of the total amount of the bid. Any bid bond must be with a surety and guaranty company authorized to do business in the State of Kansas and acceptable to the City as Surety. The Bidder to whom the Contract is awarded will be required to furnish statutory bond in the amount of one hundred per cent (100%) of the Contract; the bond to be acceptable to the City of Emporia, Kansas, and conform to the requirements of the Contract documents. The City of Emporia, Kansas, reserves the right to reject any or all bids and to waive defects in bids. No bids will be withdrawn for a period of thirty (30) days after the time set for opening of bids.
