This contract provides for the structural overlay of the 3rd Street and Main Street Intersection, extending down each intersection leg, and minor pedestrian ramp reconstruction. Work to be performed under this contract shall include the grinding and fiber reinforced asphalt overlay of the existing roadway, installation of traffic loops, and the replacement of pedestrian ramps. All work shall be in accordance with the Contract Plans, Special Provisions, the Standard Specifications, and Standard Plans. All materials, equipment, labor, and other miscellaneous items required to complete the work shall be furnished by the contractor. Questions will be received and answered in accordance with Section 1-02.4(1) of the Special Provisions. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond and payment bond both in an amount of 100 percent (100%) of the contract price within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Lynden. All bidders and subcontractors shall have a contractor's license to work in the State of Washington and a City of Lynden Business License. The City of Lynden reserves the right to accept a proposal of the bidder submitting the lowest responsible bid, to reject any or all bids, republish the call for bids, revise or cancel the work to be performed, or do the work otherwise, if the best interest of the City is served thereby *The value for this project is based on a financial range.
