As of October 23, 2023, the city has authorized a firm for this project and study was completed in July 2023. The City of Rochester is soliciting proposals from qualified and innovative teams (Consultant) to submit proposals for a Gaps Analysis, Engagement, and Concept Design for the Regional Sports and Recreation Complex. To further align our strengths as a community, a Regional Sports and Recreation Complex (Complex) is envisioned. Specific project elements will be further defined through a gaps analysis, substantial community and stakeholder engagement, and an equity focused working group. Initial concepts include a synthetic turf field complex, a tournament quality pickleball complex, outdoor and indoor (supportive) recreation features, and related community focused elements. A specific site or location for the Complex has not been determined and will not be part of the scope for the working group to determine. Deliverables include a gaps analysis of recreational spaces in Rochester, community engagement, a Complex preliminary design, and potential future operations and maintenance costs and operating plan for the Complex. City also reserves the right to: accept or reject any or all proposals; waive irregularities in proposal content; negotiate changes with proposers; or request supplemental information from proposers. This provision will be liberally interpreted to permit consideration of all proposals received by the stated deadline for submission. This RFP does not obligate the City to award any specific project. City reserves the right to cancel this solicitation or to change its scope/schedule if it is considered in Citys best interests. All proposals become the property of the City of Rochester and will not be returned. The City of Rochester is an equal opportunity employer.
