This solicitation, Mississippi River & Tributaries, Old River Low Sill Structure (ORLLS) - Dewatering, Concordia Parish, Louisiana, is being issued as Request for Proposal (RFP) and resulting in the award of a single firm fixed price (FFP) contract. This is an unrestricted solicitation. Any responsible, responsive offeror may submit a proposal. The applicable NAICS code is 237990. The work consists of fabricating steel cofferdams, delivering to the site and installing cofferdams, unwatering, cleaning concrete surfaces; performing engineering inspection of the gate bays including inspecting and repairing damaged gate rails; lowering Government provided boring rig and ancillary items including leveling platforms into unwatered gate bay monoliths; maintaining the area of each gate bay in a dry condition throughout the unwatered period; fabricate the steel components including arms, struts, anchorages; install anchorages into existing concrete slabs and piers; install monitoring equipment and monitor the structure during the entire unwatering operation; removal of the fabricated cofferdam and anchorages, including transport to the storage location, and unloaded for permanent storage; constructing roadway access from the highway to water's edge; seeding; placing geotextile, clearing and grubbing, traffic control and coordination, and painting. SITE VISIT: The one day site visit is scheduled for Tuesday, July 11, 2023 at 10:00 AM CST at Old River Low Sill Structure Main Office, 4920 Hwy 15, Vidalia, LA 71373. All questions should be submitted via email only to contacts below. The estimated value of this work is between $25,000,000 and $100,000,000. The Government will not provide written paper copies of the solicitation. Telephone, written, facsimile or e-mail requests for the solicitation package will not be honored. Potential contractors are responsible for monitoring this site for the release of the solicitation package and any amendments. Resultant proposals to the solicitation must be submitted via ELECTRONIC MEANS ONLY (EMAIL). Resultant proposals will not be accepted by any other means. The solicitation documents for this procurement will be posted on SAM (www.sam.gov). You will need the adobe acrobat reader for .pdf files (www.adobe.com) in order to open most files posted by the New Orleans District. You are encouraged, for marketing purposes, to register as an Interested Vendor in SAM (www.sam.gov).
