Project Description: The project generally consists of replacing existing guardrail, barricades and appurtenances with new materials and products which will meet new safety standards, shoulder rehabilitation, minor concrete, and striping and pavement markings. The project will be governed by the Contract Documents included herewith, including the Caltrans State Standard Specifications, 2018 edition, in the order of precedence as set forth herein. The City of Benicia previously invited Bids for the Guardrails Upgrade Project in May 2023. At that time, the apparent low bid exceeded the authorized funds for the project and all bids were rejected. This Invitation to Bid is for a Base Bid with 3 Bid Alternatives. Technical changes have also been made to the project. A revised street barricade detail in included. Reduced quantities for replacement of guardrails and minor concrete occurred at a few locations. Valtir's Soft Stop System has replaced the Trinity Soft Stop system for guardrail end terminals. Location of Work: Various Locations in the City of Benicia. The Engineer's Opinion of Probable Costs for the base bid is approximately $700,000 Completion of Work: All base project work shall be completed within 55 Working Days from the date when the Contract Time commences to run. An additional 5 working days will be added to the base bid for completing all work for each Bid Alternate awarded to the Contractor. The number of Federal Aid Trainees is 0. Liquidated Damages: $3,500 per day. Instructions: Bidders shall refer to the Instructions to Bidders section for required documents and items to be submitted as set forth in Paragraph 1.01 above. Pre-Bid Site Visit and Meeting: There will be no pre-bid site visit or meeting.
