Solicitation: 36C25223R0026 Project: 578-17-027 Replace Steam Pipe - South Leg Place of Performance: Edward Hines, Jr. VA Hospital 5000 South 5th Avenue Hines, IL 60141-5000 This action is a pre-solicitation notice for the forthcoming construction Request for Proposal 36C25223R0026 solicitation for Project 578-17-027 Replace Steam Pipe - South Leg. THIS ACTION IS SET ASIDE 100% FOR A SMALL-BUSINESS ADMINISTRATION (SBA) VERIFIED SERVICE-DISABLED, VETERAN-OWNED SMALL-BUSINESS (SBA-SDVSOB). This project includes the replacement of existing steam pipe between the Vault 9 and Vault 7 steam tunnel intersection, located in the west side of the Hines VA campus and the replacement of the pipe between Vault 9 and Pit 5, located on the east side of the Hines VA campus near Building 37. The general objectives of this project are to: 1) Replace the sump pump controls on the existing steam vaults. 2) Construct new concrete box conduit steam tunnels per drawings and specifications. 3) Construct roof top pipe rack on building 217 per drawings and specifications. 4) Construct pipe rack over the outer corridor per drawings and specifications. 5) Perform the work in a manner least likely to interfere with the daily operations of the hospital. This project shall be executed in one single, uninterrupted phase. Contractors must plan accordingly for shut-downs, coordination with active hospital operations, standard weather conditions and current market conditions for lead-time associated with material fabrications and deliveries. The contractor shall complete all work including submittals, reviews, quality assurance, and closeout no later than 730 calendar-days from the Notice to Proceed (NTP). Contractor must plan accordingly to maintain the contractual period of performance. This schedule includes submittals, submittal reviews, material lead-time, installation, testing and balancing, punchlist inspections/ corrective action, training and standard closeout. This project is classified under NAICS Code: 238220 Plumbing, Heating and Air Conditioning with a small-business size limit of $19.5 Million. The magnitude of construction for this work is between $10,000,000 and $20,000,000. In accordance with VAAR 819.7003(b), at the time of submission of the offer, and prior to award of any contract, the offeror must represent to the CO that it is: (1) SDVOSB eligible under VAAR Subpart 819-70; (2) Small Business concern under the NAICS assigned to this acquisition; and (3) Certified SDVOSB listed in the SBA certification database at https://veterans.certify.sba.gov/ (see 13 CFR 128). Additionally, all eligible firms must be registered and current in the System for Award Management (SAM) database in order to be evaluated and eligible for contract award. If the firm is not registered in SAM, you may register online at https://www.sam.gov. The solicitation (including all specifications and drawings) will be posted to www.SAM.gov Contracting Opportunities on or about May 22, 2023.
